“The Konrad Adenauer Foundation’s (KAS) Rule of Law Programme for Latin America provides sustained support in the development of a fair and efficient legal order, based on the principle of the Rule of Law. We are convinced that democracy and politics are fulfilled with the guarantee of human rights and the indispensable conditions for sustainable development in any country in the world. Our core topics are (i) strengthening key structures and institutions for the Rule of Law, (ii) the division of powers, especially a solid, respected and independent justice system, constitutionalism and public administration, (iii) the protection of human rights, (iv) promotion of regional integration processes that contribute to strengthening the Rule of Law and democracy, (v) and the fight against corruption.
The Programme, encompassing all of Latin America, was developed in the early 90s to support the new democracies in their efforts towards the Rule of Law and to maintain an exchange with Germany on politico-legal issues. Through its long-term and continuous involvement in the aforementioned areas and trusting collaboration with local partners, the Rule of Law Programme has established a broad, high-calibre network of judicial decision-makers, legal experts and organisations. Targeted networking and maintaining existing networks within the different countries of the continent and with Germany are the real strength of the Programme.

The Law School of the University of San Francisco de Quito serves as the headquarters of the CORE Project. The USFQ is Ecuador’s best university with ten different schools and faculties and with more than 8000 students. The USFQ was founded in 1988 as Ecuadors first private liberal arts university, the mission of which has not changed ever since – to provide an outstanding opportunity for students to study and to educate them following the liberal arts philosophy. The USFQ Law School provides continuous support for the Principal Investigator and her undergraduate and alumni research team at the Law School through its facilities, resources and the assistance of its wider scholarly community.
